Description


To collect, process, model, and analyze data in an accurate manner to assist department staff with operational strategies. Prepare, analyze, and share complex crime, intelligence, and management data and reports trends; using collected and analyzed data to assist internal and external stakeholders make informed decisions. Assures quality control of reporting procedures consistent with department policy and practices. Assist with special projects

Examples of Duties


  • Administers programs to collect, categorize, analyze, interpret, and distribute timely, accurate, and useful crime data for crime prevention purposes, reports, annual report, and inquiries for information and statistical reports.; identifies information gaps and future collection requirements.
  • Develops databases, timelines, link charts, reports, bulletins, memos, maps, and graphs for analysis; extracts, verifies, and manages pertinent information; interprets, forecasts, and presents analysis and statistical findings.
  • Works strategically to develop statistical data resources to assist in police investigations and identify crime patterns, crime trends, criminal organizations, suspects, and known and repeat offenders; develops data to assist with preventative enforcement and education; identifies crime series' and hotspots; researches arrestees' past offenses through multiple databases or other available sources to help establish a modus operandi (MO).
  • Assists detectives in case development and resolution by synthesizing or integrating analysis of data or information to discover facts or developing knowledge or interpretations; and performs in accordance with guidelines, procedures, and laws.
  • Analyzes crime trends and crime patterns using GIS to identify spatial crime patterns and plan targeted enforcement activities to assist in resource deployment.
  • Performs data mining and proactively develops targets for further investigation.
  • Performs data mining and intelligence gathering during in-progress and/or active police incidents, including SWAT/CNT incidents. Communicates intelligence to incident commanders, team leaders, and supervisors.
  • Analyzes key performance indicators in order to advise the administration and Chief of Police on strategic and operational concerns.
  • Provides information to key stakeholders and decision makers; responds to requests for information and statistical reports.
  • Works on teams with other analysts, sworn personnel, and personnel from other agencies to provide analytical assistance, collect and disseminate intelligence, and share resources.
  • Establishes and maintains cooperative relationships with local, state, and federal law enforcement agencies through networking with analysts from other departments to promote the concept of intelligence sharing.
  • Engage in positive relationships and productive interactions with the police, fire, and other city departments, as well as the community.
  • Remains current with research methodologies, police issues, and crime analysis best practices; recommends improvements in crime analysis practices.
  • Coordinates, prepares, and presents current crime trends and patterns for presentation at City Council meetings, departmental command staff, and other law enforcement agencies and public audiences; and generates and distributes reports on findings to chief of police, executive staff, and investigators.
  • Facilitates, attends, and participates in unit, departmental, and professional meetings.
  • May work evening, weekends, and holidays.
  • Performs other duties or special projects as assigned.

Typical Qualifications


MINIMUM REQUIREMENTS
  • Bachelor degree from an accredited college or university in criminal justice, social science, or in a field of study with an emphasis on research or analysis, crime analysis, intelligence analysis and/or interpretation of law enforcement data.
  • Three years of experience working with a wide variety of computer software packages such as Microsoft Word, Excel, and Powerpoint.
  • Ability to communicate effectively and maintain positive and effective working relationships.
  • Valid driver's license.
  • Must pass a psychological evaluation, background check and pre-employment drug screen.

DESIRABLE TRAINING AND EXPERIENCE
  • Crime Analyst Certification.
  • Six months or more of experience working as a crime, military, or government analyst.
  • Member of Minnesota Association of Crime Intelligence Analysts
  • One or more years of experience using a computer-based GIS systems.
  • Experience in law enforcement.
  • Experience with graphic presentation of data.

Technical Knowledge : Must have considerable knowledge of crime trends, law enforcement investigative practices, techniques, operational procedures, data analysis, criminal intelligence, and crime analysis; advanced knowledge of crime mapping and its relativity to police analytical needs; strong problem solving, quantitative and analytical abilities; advanced skill in researching individuals or groups using law enforcement and open source intelligence resources; ability to prepare complex statistical reports; ability to conduct intelligence analysis and prepare investigative reports and analytical charts or graphs which may display patterns, events, identities or activities of criminal groups and individuals. Proficient in Microsoft Office Suite applications including word processing, spreadsheets, and law enforcement technology database packages and other various computerized packages as assigned.

PERA (Public Employees Retirement Association) - PERA is mandatory for all government employees. Vacation and Sick Leave - Upon your start date, you will accrue vacation and sick leave at the rate of 12 days per year (0-5 years of completed service). This is prorated for part-time employees according to hours worked. Each full time employee must expend a minimum of 80 hours of vacation each calendar year.

Holidays - The City has 12 paid holidays per year, two of which are personal/floating holiday.

Education Benefits - Employees may be eligible for a percentage of reimbursement of tuition up to a set amount on "work-related" courses, required fees and books upon completion and receipt of a grade of "C" or "satisfactory."

Deferred Compensation - This is a voluntary plan which allows employees to place a portion of their earnings into a 457 pretax deferred investment plan. This plan is subject to IRS Rulings.

Direct Deposit - The City requires direct deposit regarding payroll checks.

Flexible Benefit Plan(FSA) - This is a voluntary plan whereby a portion of your salary may be set aside to cover estimated health care costs and dependant daycare costs. This contribution is taken from gross wages and you must expend all the money you set aside or lose it. This plan is subject to IRS Rulings.

Employee Assistance Program - The City provides an employee assistance program for employees and their family members enrolled in the City's health insurance program.

Mileage Reimbursement - Personal automobile use for authorized trips, meetings, work, etc. will be reimbursed at the rate and consistent with IRS Regulations.
