**PROJECTS ADMINISTRATOR**

**JOB ANNOUNCEMENT**

CHICAGO DEPARTMENT OF AVIATION

NUMBER OF VACANCIES: 1

**OVERVIEW:** Under direction of the Deputy Commissioner Development, the projects administrator manages and directs the development, design, and construction workload of the Chicago Department of Aviation at Midway International Airport, and performs related duties as required and assigned by the supervising Project Manager.

The position involves a comprehensive administrative effort applied to the capital improvement program and to projects proposed by Tenants with standing agreements with the Department of Aviation at Midway International Airport. The position assists in the development, design, and construction phases of all airport capital improvement projects at Midway International Airport. The position will administer all activities of Tenant-proposed projects, including providing technical and operational input through development, design, and construction on behalf of the Chicago Department of Aviation.

The position will also assist in the management of consultants involved in development and design at Midway International Airport for the Chicago Department of Aviation. The position assists in overseeing the activities of various construction firms that hold design-bid-build, JOC, and term contracts with the Chicago Department of Aviation. The project types include tenant retail improvements, airline improvements to leased space, airfield runway/taxiway improvement projects, general infrastructure improvements and renovations, and large-scale facility projects. The position leverages construction industry and aviation industry best practices.

**ESSENTIAL DUTIES:**

Assist in the management of a major scale capital program and projects of significant size and scope.

Assist in the preparation and management of project programs, budgets, and schedules.

Functions as a specialized advisor to senior management or as a technical specialist to Working Group Committees, to provide progress information to resolve complex project issues as requested or required by the City and/or the Department of Aviation

Monitors project implementation and reviews project requirements with assigned project consultant and in-house staff, to ensure that projects are completed on time and within budget and follow all City of Chicago Aviation policies and procedures.

Assist in the management of a portfolio of projects from cradle to grave and helps direct the functions of the assigned team, including the coordination the development of contract scopes with the airport end users to deliver the objectives of the Chicago Department of Aviation

Guides multiple projects and multiple teams operationally in each phase including pre-construction, construction, closeout, and post-construction services to bring the projects in on time and within budget.

Assist in the management of in-house staff and consultants in the preparation of scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives.

Aids on the regulatory review process and compliance of projects with local, state and federal authorities having jurisdiction.

Monitors services provided by contractors and consultants ensuring contract provisions meet program specifications.

Review bid requirements for projects ensuring all aspects of the project are documented and accounted for

Assists in the development of terms and conditions, negotiations, and award of contracts.

Promote a collaborative philosophy with all contractors, consultants, and project team members.

Attend pre-bid meetings, walk-throughs, and site visits.

Performs other related duties as required.

**CHICAGO DEPARTMENT OF AVIATION**

Location: Midway International Airport 90%, OHare International Airport 10%, Chicago

Days: Monday thru Friday

Hours: 8:00 AM 4:00 PM (may vary based on projects)

**NOTE: Must be flexible to early and/or late meetings.**

**NOTE: Though rare, this is a 24/7 on-call operation, based on operational needs.**

**Qualifications:**

**MINIMUM QUALIFICATIONS:**

Graduation from an accredited college or university with a bachelors degree in architecture, Engineering or Construction Management or in a field of study directly related to the responsibilities of this position, PLUS at least 5 years of work experience in architecture, engineering and/or project management.

**PREFERED LICENSES AND CERTIFICATIONS:**

Related to Architecture, Engineering or Construction Management.
