Job Description

The Airport Operations Officer inspects, observes, and evaluates land side and airport facilities and provides a variety of services to tenants and the general public to ensure their safety, security, and to achieve compliance with Federal Aviation Administration (FAA) regulations. Assists emergency services and coordinates responses.

Aviation-Airside Division: Knowledge of Airside Operations and FAA 139 Airport Operations including ability to assess and enforce compliance with FAA, TSA regulations, other federal regulations, and complementary airport system rules, policies, and procedures. Daily inspection of airfield runways/taxiways, etc. and escort for contractors/vendors in FAA restricted movement area. Must obtain Movement Area certification within probationary period. Selected candidate will also be responsible for responding and assisting in any emergency situation or evacuation.

Aviation-Landside Division: Knowledge of Landside Terminal Operations. Working in twenty-four (24/7) operations with extensive inspection and reporting responsibilities. Will be required to communicate and work with a wide variety of vendors and contractors as well as Dallas Police Department Love Field Unit (DPDLFU) and Transportation Security Administration (TSA). Responsible for maintenance of the security screening queuing system to ensure the effective and efficient movement of passengers throughout the airport. Selected candidate will also be responsible for responding and assisting in any emergency situation or evacuation .

Aviation-Dallas Executive Airport(RBD)/Dallas Vertiport(49T):
Airport Operations Officer (RBD/49T) is a lead position for the airport and has knowledge of General Aviation Airport/heliport operations. Airport Operations Officers oversee, inspect, and evaluates the airport to ensure safety, security, and to maintain compliance with city, state and federal regulations. Assists emergency services and coordinates responses to incidents on and off the airport.

Aviation-Security Division: Knowledge of Airport Operations and CFR Part 1540 and 1542 Aviation/ Airport Security. This includes the ability to assess and enforce compliance with FAA, TSA, other federal regulations, and airport system rules, policies, and procedures. Daily inspections and audits of the terminal, tenant facilities, and perimeter fence. Use of CCTV, IDMS, access control, and alarm monitoring software. The selected candidate will also be responsible for responding and assisting in any emergency or evacuation.

Airport Operations Center: Working in twenty-four (24/7) operations at a medium hub commercial airport with extensive reporting and dispatching responsibilities. The on-duty Airport Operations Officer (Airport Operations Center) will be required to communicate and work with all Department of Aviation divisions, tenants, stakeholders, as well as Dallas Police Department Love Field Unit (DPDLFU) and Transportation Security Administration (TSA). Perform communication, customer service and other operational and emergency response coordination. Monitors multi-ban radio consoles, CCTVs, security alarms, emergency phones (elevator/garage), building automation systems, weather warning equipment and flight tracking devices. Assists with public and tenants’ concerns and complaints. Knowledge of FAA 139 Airport Operations including complementary airport system rules, policies, and procedures. 1 Answers, responds to, and helps customers and patrons using the airport with all manner of questions, inquiries, or concerns; provides direction, insight, and information for airport operations, services, and other resources; handles and addresses noise complaints and other issues from the surrounding community and neighborhoods.

2 Inspects airport for compliance with FAA regulations pertaining to federal standards and requirements to ensure the operational readiness of the airport; conducts daily terminal inspections for discrepancies to avoid possible injuries to the public; maintains aesthetics of the airport and reports any issues or maintenance concerns.

3 Assists, supports, and helps airlines with various requests, fuel or lavatory spill calls, custodial spills, and appropriate reporting methods for incidents; effectively uses communications software and systems to send messages to personnel and handle personnel or patron situations.

4 Keeps, maintains, and tracks records for all communications and incidents; ensure all situations are documented and reported to ensure proper and safe handling and resolution.

5 Inputs and submits various work orders for airport maintenance and care; ensures accuracy of information entered to ensure all work orders are completed in a timely and efficient manner; verifies tenant and issues keys and other security items.

6 Acts as liaison between the department and the tenants to provide information and service to tenants regarding the use of airport facilities; responds to inquiries regarding airport policy, airport tenants, and airport operations; answers TSA related questions and directs individuals to appropriate resources for further information.

7 Responds effectively to alerts and emergency situations; uses communications software to ensure all necessary parties and agencies are notified; effectively coordinates communications and information sharing to mitigate the effect of a situation on airport operations.

8 Performs any and all other work as needed or assigned.

EDUCATION:
  • High school diploma or GED
EXPERIENCE:
  • Two (2) years of experience in aviation that must include one (1) of the following areas:
    • Airport Operations
    • Airport Inspections
    • Airport Facility Inspections
    • Airport/Airline Security
    • Landside Terminal Operations
    • Airside Operations
    • Airport Operations Center
    EQUIVALENCY:
    • An associate degree (or higher) in any field will meet the education and experience requirements.
    LICENSE and CERTIFICATIONS:
    • Valid driver's license with good driving record.
    • Some positions require a Movement Area certification within probationary period.
    OTHER REQUIREMENTS:
    • Must pass Transportation Security Administration (TSA) background check.
    • Availability to work varying shifts (days, evenings, nights) including weekends, holidays.
    • May be subject to twenty-four/seven (24/7) emergency call outs.
    PREFERENCES:

    • Ability to operate airport video recording systems.
    • Per FAA Advisory Circular 150/5210-20, selected candidate must be able to demonstrate a functional knowledge of the English language.
    • Knowledge of FAA regulations pertaining to public use airport facilities and inspection procedures.
    • Basic computer skills.
    • MS Word, Excel and PowerPoint software skills.
    • Effective oral and written communication skills.
    • Ability to effectively communicate with the general public.
    • Ability to effectively liaison with personnel from other airport entities.
    • Ability to operate and complete assignments in an independent manner or in a team environment.
    • Knowledge of the Code of Federal Regulations (CFR) Part 139, 1540 and 1542 a plus.
    • Knowledge of TSA security regulations is a plus.
    • Knowledge of International Organization for Standardization (ISO) 9000 Quality Management System is a plus.
    • Ability to operate and communicate with portable radio systems is a plus.
